Chris Papst is the lead investigative reporter for Project Baltimore, which is Fox 45 News' ongoing investigation into Maryland's public education system. What he tells us about what is going on in the public school systems will shock you! He shares some of what he has discovered during the 9 years that he has studied the school system and talks about what is really happening inside classrooms and behind administrative doors. However, when a 38% funding increase only results in a 1% increase in graduation rate, you have to question the effectiveness of the system.
