Emma Caldwell: The Man Police Missed for 19 Years

In 2005, Emma Caldwell disappeared from Glasgow. Her body was found five weeks later in remote Scottish woodland — but the man responsible walked free for 19 years while police pursued the wrong suspects entirely.

It would take a public inquiry, a BBC investigation, and dozens of women coming forward before Iain Packer finally stood trial — convicted in 2024 of Emma's murder alongside a string of violent offenses against other women that police had reason to know about for decades.

This is the case file on how an investigation looked everywhere except where the evidence pointed. Exhibits A through G. Full tribunal. Verdict's already in — the question is whether the system gets one too.
