What does the Protect College Sports Act mean for athletes?

Yesterday, the Senate voted to pass the Protect College Sports Act. This bill would create a “national framework” for name, image, and likeness (NIL) deals in college sports. This gives student-athletes the right to make money while regulating money in college sports. Currently the House is out of session so we won't see a vote until after election.
