The Universal Need for Salvation The Bible emphatically declares that all human beings are sinners (I Kings 8:46; Proverbs 20:9; Isaiah 64:6). All mankind is under sin and is guilty before God (Romans 3:9, 19). “There is none righteous, no, not one” (Romans 3:10). “For all have sinned and come short of the glory of God” (Romans 3:23).
