Fluoride has been added to public water supplies in the United States since 1945, when Grand Rapids, Michigan became the first city in the world to fluoridate its water. The official public health rationale is well-documented: fluoride reduces tooth decay, and water fluoridation is consistently ranked by the CDC as one of the ten great public health achievements of the 20th century. Approximately 73 percent of Americans currently receive fluoridated water.

The conspiracy theory has two distinct forms. The first and older version holds that fluoride is a mind control agent — a chemical additive deliberately introduced to make the population docile, reduce intelligence, and suppress resistance to authority. This version emerged in the 1950s and was associated with the John Birch Society and anti-communist ideology. The second and more scientifically grounded modern version questions whether the specific concentrations of fluoride in public water at the levels used have neurological effects on developing children — a concern that has been the subject of legitimate academic research.

In this episode of The Conspiracy Theory Analyst, we examine both versions of the fluoride conspiracy with appropriate nuance, because they are not equivalent. The mind control version is not supported by evidence. The question of neurotoxicity at water fluoridation concentrations is an active area of scientific research with genuine controversy.

We examine the 2024 ruling by a US federal judge who found that the EPA had failed to adequately assess the neurotoxic risks of fluoride at the levels used in public water, and ordered additional review — a ruling that received significant coverage and renewed conspiracy claims. We examine the specific Harvard meta-analysis of Chinese studies that suggested a correlation between higher fluoride exposure and lower IQ in children. And we examine what the difference between those studies and standard US water fluoridation levels actually is.
