Episode 124: The Rwandan Genocide — Western Complicity and Unanswered Questions

Between April and July 1994, approximately eight hundred thousand Rwandans — the majority of them Tutsi — were killed in one hundred days. It was one of the fastest mass killings in recorded history. The international community, including the United Nations and its peacekeeping force already on the ground, watched and did not intervene. General Roméo Dallaire, the Canadian commander of the UN mission, sent his now-famous "genocide fax" to UN headquarters in January 1994 — ten weeks before the killing began — warning that he had intelligence about weapons caches and plans for mass murder, and requesting authorisation to act. He was told to do nothing. The Security Council not only refused to send reinforcements when the killing began but actively reduced the UN peacekeeping force in Rwanda as the genocide accelerated. This is not a conspiracy theory. It is documented institutional failure of a scale that has been the subject of multiple official inquiries, a US presidential apology, and decades of scholarship.

In this episode of The Conspiracy Theory Analyst, we examine the Rwanda case — not the genocide itself, whose facts are established, but the specific questions about Western foreknowledge, complicity, and the role of France in particular, whose military relationships with the Hutu government before, during, and after the genocide constitute one of the most disturbing and least-discussed chapters of post-colonial history.

France's relationship with the Rwandan Hutu government in the years preceding the genocide was extensive. French military advisors trained Rwandan government forces. France provided weapons and political support to the Habyarimana government. When President Habyarimana's plane was shot down on April 6th, 1994 — the event that triggered the genocide — France initially and persistently blamed the Tutsi-led Rwandan Patriotic Front for the assassination, a conclusion that a Rwandan government investigation in 2010 contested, attributing the attack instead to Hutu extremists within Habyarimana's own circle.

The French military operation Turquoise, launched in June 1994 under a UN mandate ostensibly to create a humanitarian protection zone, has been accused by survivors, scholars, and the Rwandan government of having actually provided cover for the escape of genocide perpetrators into what became Zaire, and of protecting Hutu Power forces in the final weeks of the killing. France denied these charges for decades. In 2021, a French commission of historians concluded that France bore "heavy and overwhelming responsibilities" for the genocide, though it stopped short of characterising France's role as direct complicity. The Rwandan government has characterised France's actions in considerably stronger terms.
