Episode 138: Operation Mockingbird — The CIA and the American Media

In 1977, journalist Carl Bernstein — one of the two reporters who had broken the Watergate story — published a 25,000-word investigation in Rolling Stone magazine based on his review of CIA files and interviews with intelligence officials. The investigation documented what became known as Operation Mockingbird: a systematic programme, begun in the 1950s, in which the CIA had recruited journalists, editors, and executives at major American news organisations to serve as witting or unwitting assets for the dissemination of intelligence community propaganda. The programme involved figures at the New York Times, the Washington Post, Time magazine, Newsweek, CBS, ABC, NBC, and dozens of smaller publications and broadcasters. Bernstein estimated that by the early 1950s, the CIA had relationships with approximately 400 American journalists. The programme's architects included CIA director Allen Dulles and his deputy Frank Wisner, who described the propaganda network as a "Mighty Wurlitzer" — a machine capable of playing whatever tune the intelligence community wished.

In this episode of The Conspiracy Theory Analyst, we examine Operation Mockingbird — what the documentary record establishes, what the Church Committee investigation found, what the limits of the programme were, and what a historically documented CIA media infiltration programme means for how we think about information and institutional trust today.

The Church Committee, the Senate select committee chaired by Frank Church that investigated CIA and FBI abuses in 1975 and 1976, examined the media relationships question and found that the CIA had maintained relationships with individuals in US media organisations, including at least one senior journalist at a major news organisation who received a salary from the CIA while employed as a journalist. The Committee's findings were more limited than Bernstein's subsequent Rolling Stone investigation, partly because the CIA was less forthcoming with the Committee than Bernstein's sources were with him, and partly because the Committee chose not to pursue every lead in the interest of releasing its report before the end of its mandate.

The specific names of CIA media assets have never been fully declassified. The CIA has publicly maintained, since the late 1970s, that it no longer pays journalists or places stories in the American media. Critics of this position note that the pledge of non-interference was voluntary and has no enforcement mechanism, that it addresses only "paid" journalists without addressing the range of other relationships that the Mockingbird programme used, and that the history of CIA relationships with the academic, publishing, and media worlds through the Congress for Cultural Freedom demonstrates the depth and sophistication of what was once considered acceptable.
